Asbestos Meter Panels: What Electricians Need to Know

Pre-1990 zelemite and lebah panels often contain asbestos. How to recognise them, handle them safely and replace them compliantly.

Where the risk sits

Black zelemite and similar resin-bonded panels installed before about 1990 frequently contain asbestos fibre. Drilling, cutting or breaking them releases fibres — which is exactly what happens in an uninformed board upgrade.

Assume and manage

Treat suspect panels as asbestos-containing unless tested. Don't drill or disturb; engage licensed removal where required by jurisdiction, bag and dispose per regulation, and document the removal for the property owner.

Replace with rated material

Modern bakelite panels rated to AS 1795-1985 drop into the same enclosures, drill cleanly and carry compliance markings. Cutting panels to the exact aperture of an older enclosure keeps the replacement tidy and inspection-ready.
